2024年10月8日，香港特别行政区政府律政司宣布成立香港国际法律人才培训专家委员会，并委任海问律师事务所香港办公室合伙人刘洋律师为该委员会成员。同时，律政司亦宣布委任现任香港国际仲裁中心（HKIAC）副秘书长杨玲博士为香港国际法律人才培训办公室主任。
On 8 October 2024, the Hong Kong Special Administrative Region Government’s Department of Justice announced the establishment of the Hong Kong International Legal Talents Training Expert Committee (the “Expert Committee”) and appointed Edward Liu, a partner at Haiwen & Partners LLP, as a member of the Expert Committee. The Department of Justice also announced the appointment of Dr. Yang Ling, Deputy Secretary-General of the Hong Kong International Arbitration Centre (HKIAC), as the Director of the Hong Kong International Legal Talents Training Office (the “Office”).
2023年《施政报告》提出推动成立香港国际法律人才培训学院，设立香港国际法律人才培训办公室作为学院的协调机构。香港国际法律人才培训学院将善用香港中英双语普通法制度和国际化格局，定期举办法律实务课程、研讨会和国际交流活动等，促进“一带一路”沿线地区的人才交流，为国家提供涉外法治人才培训，培养熟悉国际法、普通法、大陆法及国家法制等的法律人才。此举将有助巩固香港作为亚太区国际法律及争议解决服务中心的地位。
The 2023 Policy Address proposed the establishment of the Hong Kong International Legal Talents Training Academy (the “Academy”), with the Office serving as the coordinating body for the Academy. Capitalising on Hong Kong's bilingual common law system and international status, the Academy will regularly organise practical training courses, seminars, international exchange programmes and more to promote exchanges among talent in regions along the Belt and Road. It will also provide training for talent in the practice of foreign-related legal affairs for the country, and nurture legal talent conversant with international law, common law, civil law and the country's legal system. This initiative will be conducive in consolidating Hong Kong's position as an international legal and dispute resolution services centre in the Asia-Pacific region.

香港国际法律人才培训办公室亦会担任香港国际法律人才培训专家委员会的秘书处。专家委员会由三个咨询委员会组成，成员为来自国际、内地和本地著名法律组织与大学的杰出法律专家和学者。其中，国际咨询委员会包括海牙国际私法会议秘书长Christophe Bernasconi博士，亚洲-非洲法律协商组织秘书长Kamalinne Pinitpuvadol博士，以及国际统一私法协会秘书长Ignacio Tirado教授等人。内地咨询委员会包括中国法学会副会长、中国国际私法学会会长黄进教授，中国法学会副会长、中国国际经济贸易仲裁委员会副主任王利明教授，以及中国政法大学副校长常保国教授等。除刘洋律师外，香港咨询委员会还包括亚洲国际法律研究院联合主席梁定邦资深大律师，以及来自香港大学法学院、香港中文大学法学院和香港城市大学法学院的三位教授等。专家委员会的成员以个人名义获委任，详细成员名单及简历请见“阅读原文”。
The Office will also serve as the secretariat for the Expert Committee, which has been established and formed by three advisory boards comprising eminent legal experts and scholars from renowned international, Mainland and local legal organisations, and universities as members. The International Advisory Board includes Dr. Christophe Bernasconi, Secretary-General of the Hague Conference on Private International Law (HCCH); Dr. Kamalinne Pinitpuvadol, Secretary-General of the Asian-African Legal Consultative Organization (AALCO); and Professor Ignacio Tirado, Secretary-General of the International Institute for the Unification of Private Law (UNIDROIT). The Mainland Advisory Board includes Professor Huang Jin, Vice-President of the China Law Society and President of the China Society of Private International Law; Professor Wang Liming, Vice-President of the China Law Society and Deputy Director of the China International Economic and Trade Arbitration Commission (CIETAC); and Professor Chang Baoguo, Vice-President of China University of Political Science and Law. In addition to Edward Liu, the Hong Kong Advisory Board includes Dr Anthony Neoh SC, Co-Chair of the Asian Academy of International Law, and three professors from the law schools of the University of Hong Kong, Chinese University of Hong Kong, and City University of Hong Kong. The 2023 Policy Address proposed the establishment of the Hong Kong International Legal Talents Training Academy (the “Academy”), with the Office serving as the coordinating body for the Academy.
